I've heard that the best time is 6 hours before you go to sleep. For me since I work at night it's 9-10pm. In my opinion it's all in your head thought,it doesn't really make much difference when you go as long as it's not right before bed. Logic says it's better to go 2-3 hours after you wake up because the mind is more alert then.
